What the law says
The Arkansas Department of Finance and Administration runs vehicle titles and registration through its Office of Motor Vehicle. Its revenue office FAQ gives buyers 60 days from the date of purchase to register a vehicle.
That FAQ lists the documents to bring: the title or manufacturer's statement of origin, the bill of sale, any lien contract, the odometer statement, proof of assessment and proof of property taxes.
The price on the bill of sale is the figure the buyer presents at registration. Write the real amount paid.
The ESIGN Act, 15 U.S.C. 7001 gives an electronic signature the same legal effect as one on paper. A contract cannot be denied effect only because it was signed electronically.
What the buyer brings to the revenue office
The title signed over by the seller, or the manufacturer's statement of origin for a new vehicle.
This bill of sale, signed by both parties.
The lien contract, if the purchase was financed.
The odometer statement.
Proof of assessment and proof of property taxes.
The 60-day window starts on the date of purchase. That is the date on clause 6 of the bill of sale, so write it carefully.
Why sign the bill of sale online
Private sales often happen in a parking lot with a borrowed pen. A bill of sale signed online arrives complete, dated and readable.
Each party gets the signed PDF in their email or WhatsApp. The buyer prints it for the revenue office, and the seller keeps proof of the sale date.
Common mistakes
Waiting past 60 days. The registration clock starts at the sale. Book the revenue office visit the same week.
Mismatched VIN. Copy the VIN from the title and check it against the plate on the dashboard.
No odometer statement. The buyer needs it at registration. Fill in clause 2 even if the car is old.
Selling a financed vehicle in Arkansas
If the buyer finances the purchase, the lien contract goes to the revenue office with the other documents. Write the lender's name in clause 4 of the bill of sale.
If the seller still owes money on the vehicle, pay the loan first. The lender releases the lien and the title can move to the buyer.
Some lenders handle the payoff at the bank with both parties present. The bill of sale can be signed on the spot from both phones.
Getting paid safely in a Arkansas private sale
Cash and cashier's checks are the usual choices. Meet at the buyer's bank when the amount is large, so the teller confirms the funds.
Do not hand over the title until the money is in your account. A signed bill of sale with the price paid protects the seller only after payment clears.
If the buyer pays by bank transfer, wait for the confirmation in your own banking app. Screenshots sent by the buyer are not proof of payment.
What the buyer should check before signing
The VIN on the dashboard, the door jamb and the title match.
The name on the title is the seller's name.
The title shows no open lien, or the seller has the lien release.
A mechanic you trust has looked at the vehicle.
A vehicle history report shows no salvage or flood record.
Once both sides are satisfied, send the bill of sale for signature. In Arkansas, buyer and seller usually sign the same day the keys change hands.
Is an Arkansas bill of sale signed online legally binding?
Yes. The ESIGN Act gives electronic signatures the same effect as handwritten ones. The signed PDF and its certificate show who signed and when.
Can the seller and buyer sign on different days?
Yes. Each signs from their own phone, and the certificate records both dates.
How long does the buyer have to register the vehicle?
Sixty days from the date of purchase, according to the Department of Finance and Administration.
Does the bill of sale replace the title?
No. The buyer brings both. The bill of sale records the price and date, and the title shows ownership.
Can I sign the title itself on my phone?
No. The title follows the state's own process, on paper or as an electronic title where the state offers one. The bill of sale is the document you sign here.
Does the other party need a SignSolú account?
No. They open the link on their phone and sign with the brown bar at the bottom.
Can I edit the clauses before sending it?
Yes. After «Use this template» you can change any clause before you send it.
